I contacted the local police in St. Thomas, Ontario and was told that there is nothing illegal about having lock picks for legitimate uses or hobbiest activities. Should you be caught breaking the law with them in your possession though, things will get ugly fast. Also, having picks in your possession with other commonly accepted burglary tools can cause trouble. So if you keep gloves and a balaclava in your trunk during the winter as part of your emergency road kit, DON'T put your picks in there with them.
