When importing they dont tend to mark the packaging and they just pass as "tools". Selling to locksmiths would be an interesting idea but im not sure about bulk orders. I dont think you are allowed to sell picks from a shop front due to the semi-illegality of carrying them in the UK, if you informed the authorities that you only sold to those with identification of the trade you might be ok however. Would be interesting to know about bulk orders.

A high demand from local locksmiths?????
I would think that most proper lockies go to main wholesalers like Duffells, Aldridge, Citysafe etc or direct with internet based companies for their lockpicks. Perhaps this demand is from the local cabbies/carpenters/handymen who fancy a stab at this malarky!
No offence, but I would never buy picks from a hardware store as I know I can get them cheaper elsewhere!
Good luck trying though!

Agree with horsefeathers. If i want picks ill just order some with the next load of locks i order from a trade supplier To be fair i dont think they will be much cheaper with the strong pound, but its just easier and quicker.

You can import anything in any quantities if legal substance, lockpicks are legal in the uk,
As for the rest of the story i doubt it but if true i wouldnt bother as its likely one or two 2 day course specials and then you will be stuck with a few sets to rid unless of course its actually what i thinkm it is and you are getting them to just sell to anyone,
As said a real lockie would certainly not buy froma hardware store but favour the wholesalers who will be guarenteed to be cheaper than you,
Hell for what your gogin to be charged i can supply you with them from my wholesaler (but i wont),
Just a bit of advice, forget it, you wont make much money and you will end up getting a bad name for your shop once kids start messing with peoples locks,
I imagine your not gogin to show any control over who has them as you will have stock you want to get rid of, how many picksets of the same make and model do you think a local lockie will need?
If you have 5 lockies in your city and each one buys a set your not gogin to see them again for another set are you so thats 5 sets from the 100 youve had to buy to make it worth while and your now in a situation where youve lost money,
You cant sell them on ebay nor here (commercial selling isnt allowed even if you have enough posts)
But its up to you and you will do as you please im sure, lease come back and give me first refuseal on all the stock you cant sell once it gets to that stage, i will give you a decent trade price for it all,

Surely if you own a harware store you will have no trouble finding out what the customs requirements are. You will probably also find out why no hardware store in the UK (that I know of) sells lock picks. Locksmiths don't buy their picking equipment from hardware stores.
On the other hand, if you just want to import lots of lockpicks, be aware that anything over about 45 euros attracts VAT, even if it is a "gift". Your customers will do better to order it direct from OS, then they won't have to pay VAT.

I think he might actually have listened if he's not going to get them... Or have I just made myself look a tit by getting it completely wrong?
