Hrm. Two guesses: (1) you may need to rotate the actuator (the brass plug that contacts the ball bearings) 90° in order for it to drop between the bearings; or, (2) the projection on the actuator (the part that mates with the back of the lock cylinder) may be the wrong way around, and you'll need to take the actuator out, turn it 180°, and put it back in. Unfortunately, I don't have one of those locks handy to double-check my memory -- but I had a quick look the Master Tech Manual, and it doesn't offer any other additional advice. (I hope that's enough to get you going...)

Urm... one other thought: if the shackle is open, that might be causing you problems. Make sure that the shackle is closed, so that the ball bearings can be pushed out into their "locked" position -- otherwise the actuator won't be able to rotate to the correct position to mate with the locked cylinder.

I actually Just did the same exact thing you did, Exact I figured out that the Pins were stuck and I needed to push them down. Unfortunately though I took Everything apart after that And I can Figure out how it goes back together But I dont have the tools to do it.

If anyone has any ideas On what I can use to hold the Pins into it While I Pin it Please do tell, I've tried using a maker but I cant find one the correct size.

Assuming that you're still struggling with this, I'll try to find an equivalent Master lock and my camera later this afternoon, and post some more detailed instructions for you.

It would probably be easiest to insert only the springs and driver pins first, which may make things easier when reinserting the plug. (Holding the upper pins and springs back with a tension wrench handle may even then be an option if you have the cylinder clamped into something.) You could then load the bottom pins in through the repinning holes in the bottom of the cylinder. Hopefully that helps! (On A side Note, I Mean no Offense, but Your Posts Would Be Much easier To read Without The random Capitalization.)

What you are after is a plug follower? I made mine from a toilet roll tube rolled then sellotaped, its worked fine and still does five months later. You'll have to roll it a few times on itself to get it compact. Good luck.

ok.. A. you gotta be patient.. this isnt Live Locksmith 24/7 FREE Tech Support. B. it's a holiday weekend, so a lot of people are not around.

Now.. you know the cam or "dog" as some people call it, that has a spring wrapped around it and two round indents for the ball bearings to mate with?

make sure that you insert that into the lock with the spring towards you. also.. make sure the shackle is pulled out so the ball bearings have some place to go while you put the dog into the lock shell and use a flat screwdriver to rotate it into place.

You'll see that it is 'keyed' and it will only go into the lock shell one way.
now.. if you got that in there all the way, you'll notice that lookind down at it, it looks like someone ate 3/4's of the pizza and there's 1 wedge left. this is the part that the key cylinder engages in order to turn the dog, thus allowing the ball bearings to fall into the dog's indents, and allowing for the shackle to be pulled up.

so far so good.. now try to insert the lock cylinder and it should go all the way down. if it does not want to seat all the way down, insert the lock key and turn it left and right until you engage the dog and then you will notice the lock cylinder finally bottom out and insert as far as it will physically go.

now... hold the cylinder down, while carefully pulling the key out, then put the plate over it, insert the retaining screw, then insert the allen screw from the shackle hole and tighten it up.

done.

correction

shackle must be in closed position. but you will need to jiggle and pull up a little on the shackle so the ball bearings are not in the way of inserting the cam/dog. this is whats happening to you now.. thats why the cylinder sticks out of the shell..
