Cylinder locks for utility companies

I am a home inspector and often times the utility company is supposed to be there to unloak the gas meter but doesnt show up.

what type of tool will I need to pick this type of lock

you probably shouldn't pick the lock without written permission from the utility company. It is generally a bad Idea to pick locks you shouldn't, read my thread in "General chatter"

But either way, I'd say you'd need to show a picture of such a lock or at least describe it. However I'm sticking with my first response with don't pick it..
I wish the world was flat like the old days, and I could travel just by folding the map.

And even then.. why pick? if the company will give you permision to pick, perhaps they'll give you a key? I still say don't pick..
