Am I correct in asuming that device in the middle/top of this picture is used for vibration picking? If so is there a tutorial on how to make/operate one?

Clicker

Nonzero, that appears to be a variety of wire snapper or 'clicker'. See e.g. http://lockpicking.i8.com/homemade_clicker.htm for instructions on how to make one.

Wire snapper?

I just don't have a clue how the words 'wire snapper' entered my mind... don't even know if that's the correct word. Anyhow, 'clicker' will do and you can make one if you have a wire coat hanger or really just any kind of sturdy wire.

Hmm...UK streetsweepers don't have bristles like that :(

Where am I to get a 19 inch long very thin piece of metal in the UK? Or can you buy premade clickers?

Also, am I correct in assuming that a clicker can be used to open a lock very quickly (1 click and a tension wrench turn) once you become adept at weilding it?

Only the part of the clicker that enters the keyway needs to be flat so you can use wire and file down the last part. Or use windshield wiper strips.
It's not the tools that open the lock. It's me.
