Doug and you are both very correct and I would focus more on the chain than the lock, as usually people just use a zinc coated chain that is available for very cheap in the nearest hardware store, but it can be cut more easily than the lock shackle, (even a crappy lock). Search for properly hardened steel chain and use a lock with at least 8mm hardened shackle (~5/16"), as it withstands the small bolt cutters quite good.

For the (pad)lock I would suggest, indeed, a disc detainer mechanism lock like ABUS, Abloy and that Kryptonite, but the choice is yours :)
