You cannot get one set of picks that will cover all padlocks, reason for this is because some padlocks have levers some have pins so 2 different types of pick sets are needed.
The best place to start is with a 22 piece set of picks, the southord set will do the job nicely, the picks in this set will cover a very wide range of pin type padlocks and cylinder door locks, some of the picks it contains can be used for desk locks using the wafer pins, the lever padlock needs a different pick set but you dont want to try and cram to much in one go, get to know the cylinder type first then move on to other types, practice and tension is the key to success.

In addition to the above post there is a thread covering most of what you need to know already in this section (i did not see it at the time  ) its the third one down from the top, lots of info in there to point you in the right direction.

You can buy a 1000 piece set but it is useless if you think you can just start opening things immediately without first learning the very basics

yeah you can go with that set or something similar to that also depends
what locks you want to practices on like sparkster said you can't cover all padlocks and lock with just with one set of picks, you should start with a basic set then move on to the next level, practice with regular padlocks like master number 1 and kwikset deadbolt then move on to next level hope this helps.
