Yes, a long pin in front of a short one is generally considered to make picking more difficult, especially if it is in the back of the cylinder. This is because raising that short pin high enough without touching the pin in front of it is problematic for most non-hook type picks. The full hook pick is the best for these situations where the difference between pin sizes approaches the MACS.
