There are key and pin decoders, but you are asking about a lock decoder, right? There are tools that use fiber comb tips, where each pin position has a fiber that can be drawn in and pushed out of the comb independently of the others. In theory this way you can find the depths of the key cuts easily on a picked lock. Never having used one I can't say for sure, but I have heard they are fairly innaccurate and the keyways they work well with are limited. Different problems with expensive replacement fibers bending easily, needing to be replaced to frequently for accuracy, and difficulties lining the tool up vertically under the key pins for good readings. I think there was a fairly recent thread where a version of one was discussed. It was around the same time as the chubb lever lock decoder I thread I think.

Double post:

Oops, it was a thread about the falle decoder. Another fiber wire decoder, but much better than the design I described. http://www.lockpicking101.com/viewtopic.php?f=4&t=43624
I knew I remembered seeing it recently. It looks really awesome. It's probably one of the best versions of this kind of tool out there, but I have never used it either, so I don't know.

Thank you for responding. I heard about one and thought it was to good to be true so I looked at supply places and nothing showed up so I thought it was a tall tale and didnt exist, to good to be true, sounded like a tool everybody would want. I wonder why the supply house didnt have it?
