I haven't read through all of the post in this thread. But my I have some thoughts on the original post.
Basically if someones life is on the line speed and reliability is going to be the most important. Destroying the door on the way in should probably be the first try.
I'm willing to bet that if someone has secured the door so well that firemen can't break the door down. It probably has a lock on it that can't easily be key bumped. Like an Assa/Abloy/Medeco lock. So, basically it isn't going to be reasonable to spend the time to figure it out. Even though it may very well be possible to pick through these locks, It isn't likely to be faster than using a nice big grinder to cut through the door. Especially considering that most of the medical staff aren't going to be practicing picking every day like most of us on these forums.
So in short I don't think they need to have bump keys or much lock training.
