Ok I have tried everything and I am not getting any better at picking locks.
I have tried stroking, picking, virbrating.
Pointed lock picks, rounded lock picks, curved lock picks, everything.
I am about to try an electric lock pick.

Is there some fundamental technique I am forgetting?
I Think I am getting most pins up.
When I let off the tension wrench I can hear "click, click, click,click" of the pins poping back down.
But I can get all the pins!!!!!

It sounds like you are expecting it to be easy or like magic or like TV. Take your time and make sure you understand the theory of what you are supposed to be doing. Try picking with your eyes closed so you have to "see" through your sense of feel. Set up a cylinder with only a few pins and practice for the feel. Increase the pins and keep practicing. I picked two Best SFIC 7-pin control lugs, a 5-pin Schlage and an Arrow deadbolt so I could remove all and rekey. BUT, some days I can't pick a Kwikset. Bottom line- don't get discouraged and practice, practice, practice.

The secret to picking locks is in the amount of tension. Anyone can rake or hook but the true lockpicker varies his/her tension as necessary.

as above, its all about tension.
new and well made locks require virtually none at all. Worn and cheap locks usually need a little more persuasion and varying.
A good blast of release spray always helps too

its also about the concept, like a lot of newbies, this guy seems to think its about "making the pins stay up"
which is a wrong conception, you should forget about 'making the pins stay up' which you are doing with heavy tension and causeing the pins to bind. You are not trying to or visualizing lifting the pin only as far as the cuts on the key lift them. Why do people think it would work by simply forcing all the pins to stay up?
there is no literature that would lead them to do this, its a failure to comprehend what they are really trying to achieve.
so forget about making the pins stay up. that is where your problems are coming from.

watch a tv show while idly lifting pins and lightly tensioning to see what you feel, when you think you felt it all, you have only started, if you watch tv, the lockpicking will be secondary in your mind, almost subconsious, and it will get rid of your frustration and impatience, which are also symptoms of your problem, your problem is that you think you know what you want to achieve but have a wrong conception of it.

like everyone else said, lighten up on the tension.
