Masterlock #7 possibly broken?

I have this tiny 1/4" masterlock #7 that I just cant seem to pick. I think it might be broken. I've tried picking with a snake and a feeler but I can only get the plug to turn a little bit. It turns to the point where on other locks you usually would have it open by then. Has anybody had this problem before? Suggestions on overcomming it?

If when the lock was locked it was at 12 o'clock, when you do get it to turn to what hour position does it turn to?

If it's just a bit, say rotating to the 11 or 1 o'clock position, then it could be due to security pins but I doubt thats the case with a number 7 master...

Try pressing down on the shackle and turning, most likely you have some error with the cam or locking dogs I'd say

Ah HA!!! That worked. The shackle was really rusty. Once I got the plug to turn a little bit I just started jamming the shackle around and it finally gave!! Thx for the advice!
