Understand legality in Georgia, legal jargon help

Georgia Code - Section 16-7-20(a) A person commits the offense of possession of tools for the commission of crime when he has in his possession any tool, explosive, or other device commonly used in the commission of burglary, theft, or other crime with the intent to make use thereof in the commission of a crime.(b) A person convicted of the offense of possession of tools for the commission of crime shall be punished by imprisonment for not less than one nor more than five years.

I'm not quite sure what this is exactly saying, I am looking into branching out my hobbies into lock picking and I am not sure if it is illegal to possess a set in Georgia.
This is something I found on lockpickguide.com but I don't really understand the extent of what it is saying.
From what I gather, it is saying possessing WITH INTENT of using them for illegal purposes would be grounds for a federal offense, is this correct, if so, what does this mean exactly? Just looking for clarification and I do not want to accidentally do anything illegal in any form or fashion out of ignorance.

It means that lockpicks are regulated to the same extent as crowbars. Both are legal to own and use but if you have either while caught in the commission of a crime, they can throw possession of burglary tools on top of it.

I am not a lawyer, but that's a pretty common interpretation of a pretty common law in a lot of states.

I'm a locksmith in Georgia. We have no licensing requirements in Georgia. You don't need anything from the state of Georgia to call yourself a locksmith. A business license if you intend to conduct business, but other than that, you can call yourself a locksmith without recourse from any law enforcement. You can have locksmithing tools in your possession.

With that said, carrying around lock picks in Georgia will not get you in trouble unless, as you alluded, you're caught with lock picks in your possession will attempting breaking and entering. Just carrying them around because of your hobby? Highly, highly unlikely anyone will attempt to prosecute you.

You'll be fine. I wouldn't bring them everywhere you went, however, and flaunt them.

Thanks for the responses! That was exactly what I wanted to hear. Ill be ordering mine very soon, and if I get into it I will defiantly look in to local meet ups.
