I hope you won't get mad at me if I tell you what I (and probably other people too) think: there is
no best beginner set, there are just sets which have more picks than you would need (specially at the beginning). Really, you could even select or make some handmade picks and be happy with them

Assuming you're a total beginner and want to pick pin tumbler locks, you can choose any set of the brands you read on here without any noticeable gap, except for price: Peterson, Southord, Klom just to name a few. So in short spend what you can or slightly less, with a mind set of "more pieces do not equal to better. skill does"

If you want to build your own set of course you can, and I'd say that one or two hooks, a half diamond and a tension wrench go a very long way
