Welcome zakk

By chance I am just east of Toronto myself. Lock picks are legal to own in Ontario and you do not even need a license like in BC.
we even have a lock pick manufacturer in Toronto ;)
I would not carry a set of pick on me 24/7 unless you have a good reason, if you break a law with them on your person the cops can add extra charges in regards to possession burglary tools during a crime.

also if you have a police record for Breaking and entering or anything like that I would not recommend picking as a hobby.

No doubt its legal in Ontario

Please remember many police do not know the law or care about our locksports rights

They often love to try and criminalize matters for their own motives.

One has to remember the concept of intent.

Friends and I were stopped on our way to a meeting and we all had tools with us.

Many years ago I got a Provincial Sales Tax Permit something like Pickmonger Locksmith.

The Criminal Code of Canada mentions the need for a tool permit. Ontario does not issue pick permits like Alberta and other provinces so it can be hard to prove what you are doing with what they perceive as crime tools.

The PST permit with business cards enabled me to present as a bonna fide locksmith so the police just chatted about locksports with no unpleasant consequences.

I had something similar but I have a PI/Security License so that broke the Ice with the officer, the officer told me they look "suspect" because they never see them in the "wild" also I happen to have some of the old LP101 Business cards (you use to get them with Hacker Sticker orders)
so it added to the legitimacy to my story.
