I ordered some picks from lock-picks.com yesterday, their terms of sale says it's illegal to send lockpicks through the mail except to a bona-fide locksmith. What are the chances that they will reach me? pretty good?

That the USPS postal code. If they send the picks UPS, you don't have to worry about it at all. If it does indeed go through USPS, you run the risk that someone could stop what they're doing for an hour, run a check for the correct papers, contact the sender, ask the sender to contact you, get your information, contact your state government, check requisits and verifications, etc.

You're probably pretty safe.

I just shot them an email during my order and asked that they switch to UPS. The USPS is a 'federal' type law but your local state laws may not require a person be a licensed locksmith to own buy or possess lockpicks.

That won't necessarily stop it from being delivered, but isn't it easier to specify UPS?

I have had picks sent by both USPS and UPS and in both cases it included crossing the US/Canada border and in both cases I received my orders just fine.
