Hey, I'm new to lock picking and I really have no idea what's going on.  Could someone suggest what I should use to start out with, like what tools, sets, manuals, etc. That would be totally awesome if somebody could help me out. Thanks.

Hello
First off i suggest you realise what forums are for what posts, this should really be in the Got questions part of the forum.
Second off read through the FAQ section it has the answers to all your questions but from my opinion all you need is a small set to get yourself started Like the 5 peice set which also comes with a book that might help you. But you dont really need a manual, alot of the information is right here on the internet for free.

use the search, and look up "newbie" or "new" or "beginner" and you will get plenty of info on the subject, that is if the FAQ section doesn't have enough information for you

all you need for picking wafer locks and padlocks are a half hook pick and a tension wrench. The rakes are a waste of money. A couple bucks is all you need.

I would suggest reading all the FAQs and learning as much as possible from this site. Then if lockpicking seems like something you are going to like, order a small cheap set like:
the five piece set from http://southord.com/catalog.asp?cat=locksmith
All you really need is
1 or 2 tension wrenches, a diamond pick, a rake pick, a hook pick, a ball pick. You can get theese for pretty cheap about $8 or $9 plus shipping and handling. I hope this helps alot.
