If he wanted a copy (if it really was his work key) the manager would get them cut and distributed.
School Masterkey?
Most of the time they will be cut by the locksmith that manages the masterkey system.

Well i graduated from high school last year and like all they use a master key system, and some kid i think a junior? managed to nab the janitors keys, these had the master key for the class rooms the vending keys and everything. Well to put it simple he got caught not stealing, but showing of during a routine lockdown(where at the begining of the year the bring in drug dogs to make sure everythings kosher) and he said he had to go to the bathroom as we weren't allowed to leave the rooms for nothing, so to make a long story short he used the key to open the door the teacher asked where he got it, and such things led to another then the janitor added he had lost his keys they searched his locked found the set, and not only did he get thrown out of school, but also the police that happened to be there that day left with a buddy in the back seat  this was a more humorous story that they actually announced over the intercome, to explaint he dely in the class's and such( i wasnt complaining  ) But yea master keys especailly in schools and pretty much anywhere is serious buisness if oyur caught with one.

yes, i realize that if i was doing something illegal that i would be in serious shit. but im not doing anything illegal i just like to keep my business to myself.
i never said it was for my work, in fact i never mentioned the circumstances of the matter, so stop making assumptions.
anyway, lets get back to the question, in fact i have more now.
what does the PQ mean?
how could you tell it was a master key?
what do all the numbers and letters mean?
someone said that the locksmith is unable to lift off masking tape, if i put masking tape over it and asked him to copy it would he?
would all locksmiths in my area be able to copy the key?
even if he cant copy it am i able to get a blank?

Not the best comment you could have made. If you own the lock you should be able to get a locksmith to make you a copy of the key.
You ask in one post if it was possible to file down the do not copy. Why would you need to do this if the lock is yours? Sounds suspicious to me.
I doubt you will get any help and if you do I'm sure the thread will be locked.

The copying of a key that says do not copy is not ethical or in line with this sites ethics.
Unless you have the proper permission as in you are the correct holder of the key and the one allowed to aquire copies.
That said most key copying kiosks will copy such things even with the lettering polished up so its plain to see, they will still bend over backwards to make a fast buck and try to find a blank.

Unfortunately for the key kiosks in Australia, they will need to be a locksmith and have an account at LSC before they can purchase a restricted blank.

Well, im going to put a guess as to what it is for. one of 2 things really,
1. The main entry door to your or "friends" house/unit/appartment/townhouse. "MA2"Maison Key 2
2. Work place. SYS No 6541 might be a council key even.
Who cares really!!!!
What you have there is called a "P" SERRIES, they are old and some of them have been resindered patent (renewed by STATUS 6). It is restricted and this animal is or uses the keyway to provide key control. you will find there will be only a few locksmiths in the whole of OZ who would cut it.
To get restricted keys cut in Australia you need to be an authorised person and a leter has to be provided by the custodian of the system. Strata management or Manager.
If it is a unit block or a dewllinng the Strata will ask for a deposit and they are really heavy on that to stop people from loosing keys.

ok, thanks very much guys, i dont think im an authorised person but i might know someone who is, and i'll get a letter from the right guy. im just curious as to who can actually cut it, like could any locksmith copy it if they wanted to. seems a bit pointless if they could, and if not how do you know who can. but anyway its not extremely important i think ive got the main issue sorted, cheers guys.

Anyone who has the blank should be able to copy it with the right authorisation but as said you may find someone that has the blank may not even care and copy it anyway.
They wont keep the key if you try and they refuse nor will they ring the police.

The raised lettering " do not copy " indicates a facotry controlled system, my earlier reference was for regular commercial keys stamped with a dnd stamp. Letters below the surface of the key are easy to consceal.

are locksmiths allowed to take masking tape off keys, if so what can they do if they find the stamp on it? is it against the law to put tape over keys and try and get them copied (we're talking australian laws)

For the sake of completeness, I am sure I read that there are no federal US laws governing the duplication of Do Not Duplicate/Copy stamped keys. It is purely at the discretion of the lock shop or hardware store.
HOWEVER, there are many local ordinances with such restrictions. See:
