Quite frankly, no one has to balls to see if they can do it without getting thrown in prison. Most states will frown on the seller of such tools, not the buyers (much in the same way that it's more-so-illegal to sell drugs than to buy them).
I can name two sites off the top of my head that sell bump keys. Just one of them was posted up in a thread a couple days ago. States might "frown" on the selling of bump keys, just like they frown on the selling of picks and bypass tools, but it is perfectly legal in most states (so far) and done regardless.

Do those sites sell to anyone? The few sites I've also seen have been "only if you are a locksmith" type sites.

I'll choose not to argue about people's motivations since anyone can appear innocent or guilty, and will almost always get the information they want or need if they pursue it for long enough. Besides, the question of bump keys is one that appears often on this board, at least in my opinion, and is one that in and of itself is not illegitimate.
On the issue of buying them I am of little help, however making them is another story: Tostitos, if you're concerned with the security of your house (rightfully so) I would advise making a trip to Home Depot, getting a door lock ($15-$30), getting a blank key for it (or a cut one for that matter), some files and filing yourself a bump key. It's surprisingly easy and by buying the same or a similar lock you are able to test your security for a resonable price, learn something about locks and likely realize that your home locks are fairly weak.
Just a thought.

hi guys, im quite new here, and im not a locksmith to trade. i do however understand why someone might want sets of bumpkeys and tomahawk just for the sheer fun off opening locks, (simple a method as it is), i find it annoying that most keycutters/locksmiths will not entertain a non qualified person who is seeking sets of bumpkeys, but its totally understandable, as i for one have only told my dad about this, so he could get bumproof locks fitted asap, but i wouldnt even tell ppl i hang with online for fear that some butthole housebreaker gets the idea and starts a crimewave, and i aint no locksmith, just a responsible member of society. (lol).
So if someone comes here trying to buy these things ( dosnt someone here sell generic tomahawks unregulated?) then they allready know about the methods and materials required, which will be obtained one way or the other by the person wanting them,
i can see some of you guys dont want to spread this equiptment by providing a layer of defence to the public by attempting to prevent the sales to any old joe bloggs,
as i said if ppl are here asking about it, chances are they have been to toool site etc etc, so would it really do anyharm to sell certain keys here?
like i got some of the ones i have by asking for depth and space keys for there proper use. most sets from 0-9, which as far as bumoping is concerned a 444 etc key is no use, so if u buy these sets as i did to get a master 999 key for the desired brands u pay a little more cash as its a set of keys not just a 999 key. infact as i write this im kida glad not many peeps sell just 999 keys and kinetic hammer sets. as tbh that would be irresponsible. but is selling sets of depth and space keys minus kinetic hammers that bad?
i think it would be a good sales move and graet for newbies if some of you qualified guys would sell just sets of depth keys.

If people like opening locks for fun, they will learn to pick. Bumping takes no skill and minimal investment of your time, money, and patience. Personally I don't think keys should be sold just because there's no legitimate reason, as far as lockpicking as a sport goes, to be selling these because they are so fundamentally simple. Locksmiths won't sell people bumpkeys because they don't want to be held responsible for anything bad that comes from it.

bump keys are keyway specific, to do as many locks as a set of picks, you would need a huge keyring of bumpkeys.

Yeah, but a SC1 and a KW1 can open a distrubing percentage of doors in most US cities.
