If I recall correctly, these were best's "patented" keyways back in the '90s, but Ilco started producing them. Case ended up in court for patent infringement and the judge revoked Best's patent stating the only difference in this "new" patented system was a wider key. With no new features other than that, it wasn't innovative and different enough from the previous patent for the current one to be valid. Ilco won the case.

That said, they shouldn't be 'restricted' anymore, just hard to find. I am surprised though that these wider keys aren't listed in the ilco catalog.
