two things will damage a lock under water, one is oxidation, which happens where the water is air ated, the other is the organic matter, there is an old trick people sometimes use when they know a flood is coming, to keep the filthy water out of the basement, they fill the basement with clean tap water. and sandbag so that there is no exchange between the clean water and the dirtywater,
In the case of an underwater lock, a plastic case that fully seals the lock will do that for a while, you won't be able to fill it with clean water underwater, but whatever air and organisms are in it can be sealed in and will not be replenished, limiting damage maybe.
