Keys of this sort can be easily made from brass rod and a couple pieces of brass flat stock. Simply buy the closest diameter you can of the round stock that fits the keyway. Cut to desired length then silver solder one of your pieces of flat stock to the round stock to form you bit area of the key. The second piece of flat stock should be formed into the desired shape for the bow of the key and then silver soldered on.
Blue dog keys as posted above is likely your best bet to find an actual blank but the method I posted above will allow you to easily make a few blanks if you do not have any luck finding a source of blanks. Plus it is quite fun to build a working key from scratch
