The white notches are the dialing index and change index.

Ah the do it yourself safe opener..... here is what you do, Take some channel locks, RIP that dial off cut it off whatever you have to do to totally destroy any point of refrence you have to the numbers, then once you have a shaft, you'll want to bang on it... not just little taps with a hammer, you want a 5 pound mini hand sledge.... smack that spindle as hard as you can, make sure you hit it at an angle and with the cheek of the hammer. after the spindle is bent nearly flat take a big flat screwdriver, grip an adjustable wrench to the shaft and twist that thing like there is no tomorrow, in the direction twords the dial.... just keep twisting... it should pop right open.... that or you'll end up like a customer I had a few days ago.

Must be related to the customer I had yesterday that thought her son could open their house with a pencil and pair of scissors.
