I know what you mean. I personally don't care if tow truck drivers are allowed to unlock cars. In fact I'm thankful cos if you do a high volume of lockouts for AAA sometimes you could use the extra help, even if it's crappy help. I've had a lot of customers get pretty nervous when I approach their vehicles with a tool other than a long reach tool because after seeing how a tow truck driver opens cars the customer is horrified at times. Many have asked me for my business card after opening their cars in just under a minute opposed to two hours and lots of scratches by a tow truck driver.
And my shop also gets a lot of customers from people who just had their keys made at Home Depot or Lowes and complain that the keys didn't work when they got home. This brings in new repeat business so it's not all bad.
