Cylinder turns, but shackle doesn't open?

i had a lock once that after setting all the pins, wouldn't turn until i let the tension down for a sec it took me an hour to find the problem

I have some semi-crappy locks that should in theory pop up when I unlock them, but they just seem to be stuck/have a weak spring, so I have to pull up the shackle myself. Guess it is a too easy solution for it to work, but if you haven't tried it, it might be worth a try:P
