A plug follower is a tool you insert into the shell while removing the plug. It holds the top pins and springs up to prevent them from shooting out. It is useful, but not absolutely necessary; depends on the type of locks you're working with. If you buy a basic Kwikset you shouldn't need a plug follower, but other brands might.
