Or you could just take the ignition and the gas cap to a locksmith and be done with it.

I make keys to lots of scooters. Usually when I make them the locks are still on the bike though, so I'm not sure which you have specifically (I don't know the model names, so that doesn't help). But most of them can be made on the ilco x84 or its reverse keyway. And most of them the shoulders on the key need to be cut back to work properly. Also, the gas caps are missing one of the cuts as you noticed already. But more importantly if you want one key for the whole scooter instead of two....The gas cap key stops from the tip of the key and the ignitions stop from the shoulder of the key. And it can take a few tries to get it right.

Anyways, that is for "most" of the scooters I make keys for. If you happen to be in Salt Lake City, PM me and I can tell you where I work.
