All cutters have some horizontal wobble. When I set a reference key and push the blank against the cutter, then turn the cutter, there is a "high" spot that rubs against the blank once a turn... kind of like a out of true bicycle wheels.
I can make functioning keys with depth keys, but they're almost never up to factory specs (angle, root width and everything to spec, and within tolerance)
