Depends on where you are, I guess. It's not
that uncommon around here... although it's usually to stop other people from filling your dumpster with their own garbage (renovation debris, discarded furniture, etc.), rather than keeping people from taking stuff
out of the bin. (Although, as EmCee notes, they may have liability concerns if they notice people regularly jumping in...)
