Off the shelf DCS3000 security webcam, an always on interenet connection, one motion detector, some wiring, and a cellphone that accepts emails with attatchments.
Out of the box the Dlink security camera can detect motion, but only in it's field of view. I added an aftermarket infrared motion detecor that works even in a dark room. I set up a connection through my firewall so that when I get a page about motion I can login and pan the camera around my apartment to see what's going on in real time. IF it's serious I can call the police, if it's a maintenance guy putting his feet up on my couch I have photographic proof.
the hard part was configuring everything to work properly and wiring the motion detector. If you want to get really fancy you can use a GPRS mobile as a fallback in case of cable modem failure.
