Those are used for picking key-in-knob locks with a recessed cylinder. The knobs look a little like tulips; it helps to have the additional distance on the blade end to get in there.
If you used a standard tension wrench, you'd have a tough time getting enough of it into the lock to get a good grip on the plug without bending the wrench.
They're also used when the door jamb prevents proper use of a normal wrench. The 5-10mm clearance (depending on the wrench) is usually enough to get it over the jamb and tensioning properly.
Some things may be pick proof, but everything can be bypassed....
