Decoding best Cylinder

Ok I am decoding a best ic and the pin sizes are close to the one on my chart so i just round up since they are probably just worn a little. But the problem i am having is most of the pin stacks are are equaling 24 not the 23 like it is supposed to in a best A2 system. If the pins stacks are off ( not 23) and it equals 24 then when i get the control key cut will this affect the cut. To me it seems the cuts would all be wrong they would push the pins too high and i would not get the right control sheer line. If anyone can help please let me know.

Also i saw this it is a nice tool if you wanna check it out. If you know of a program or website that can go from pin sizes to the cut please let me know, so far i think this only goes from cuts to pins sizes.

Not equalling 23 really might not be a problem. Sure it is non standard, but consider that whomever set up the IC may have simply selected an incorrect size of top pins. There might be other problems as well, but you will just have to file a key and see.
