Ok i feel really stupid for saying this but what is decoding/decoder i'm sorry if its a really stupid question but i dont know. so could someone please tell me it would really help.

used to decode the number of the levers in a particular lock so that a key can be made to open the lock

Not just levers, it is a tool that will tell you the information needed to cut a key.
