I think if your not prohibited from possession of "master keys or house break tools", and you require them in lawful proformance of your employment, you're cool.
Some places you are required to obtain a graduated licence through local governments. Tow trucks and auto-body shops have a different permit than locksmiths.
Since many locksmith design their own picksets, I imagine many "tools" defy classification.
Do I need a permit for my rotory pick?
How about my rare-earth magnet collection?
And you should see what I can do with soft cotton string...
