It's got spool pins. Search the forum for info on spool and security pins, it's been covered enough times you should have no problem finding relevant info. There is even a good animation somewhere. Fine, I’ll even link you to a Goggle video of it (

In a jist, pick it normally, until the plug turns a few degrees (a spool pin gets caught at the sheer line). Push up on the pins one at a time, and the spool pins will tend to turn the plug back. Ease up on torque to let the spool pop up, and continue picking until it opens.
