Someone said something that got me thinking. Aside from what manufacturers say, are bolt cutters really universal keys? Has anyone tried them on boron steel padlock shackles?
I wouldnt expect the small ones to work but what about the 1m ones?

you can cut boron steel with large bolt cutters, i haven't done it but i've seen the results many times. however it's usually on the smaller shackles, i'd like to see the cutters that could get through an abloy pl350.
then again, an angle grinder will do it in seconds.

Maybe i'm a sucker for marketing ads, some of those boron alloy shackles are huge. The salesperson didn't know much about locks but he claimed it would take at least a minute to get an angle grinder through something that thick, he recommended electical hydraulic cutters.

I have seen many Abloy locks that look impossible to cut with bolt cutters. I am a Welder though so no metal is resistant to my Acetylene torch or a good gouging

will go through a rated 1/2" shackle that was seized before (with a bit of muscle, profanity, and an extension pipe) so i'm inclined to believe that heavy duty cable and bolt cutters will do that lock w/o issue.
the key thing is that the cutting edge(s) of the tool are harder than the material to be cut, and are able to exert enough force to cause one of several types of failures of the target material.
*generally* the harder the material the more brittle it is, meaning that on hardeend steel you can get breaks rather than cuts. (think glass w/ pressure applied vs rubber)

For tying the lock to your car....
I think he just extended the bold cutter name to "heavy cable and bolt cutters".... but i could be wrong.

Nope, cable and bolt cutter.
Woven steel cable is a pain in the rear. It is often difficult to cut and requires the same sort of cutter.

Ahh. I had to re-read his and your post twice to understand...
It is a (cable and bolt) cutter that he needs.

Well I assumed he wrote it as "i have a heavy cable and bolt cutter in my basement. It is good for cutting both heavy cables and bolts...."
But if you say they are two different tools that look the same I'm not going to argue.
