Asking whether stainless steel needs tempering, or is hard enough, is like asking a computer good enough..........
You need to be more specific, there are many types of stainless, series 300, series 400, etc. Some are tempered, some are not.
I do some metal work, but even then I try to avoid tempering steel. To get good consistent results is no so easy, you need to know what you are doing. If you temper too much, then your metal will be brittle....
Just go with a decent tempered spring steel, or you can get some tempered stainless spring steel, much better than tempering it yourself.
