Practice and read this site  .
For the best book out there on high security locks and their operation, take a look at amazon.com for High-Security Mechanical Locks An Encyclopedic Reference. Written by our very own site member Greyman! A true 5 Star read!!

If it's a file drawer then just (kinda chuckling here, but at my experiences, not at you) place your tension wrench and just put your half-D pick in upsidedown and just slowly push up. I've never met a file drawer that couldn't be opened even by accident. Just play with it, you'll be smiling in no time. Basically you can just slowly mash your pick into the wafers. Trick is, DONT try the same thing twice. If it does't work, try something else. Unless this is something I haven't seen before, some sort of high security file cabinet or something. Post a pic if you can unless you get it before that. :P
