the images make it clear that you only have to put pressure on the shackle and find the wheel that is binding the most, then change its position until its free, then find the next one, and the last one. With plastic tumblers this may be a matter of light pressure and sensitive feel to find the one most binding, as heavy pressure and the give of the plastic will cause all the tumblers to take some of the pressure, however any tumbler that has its gap to the fence, will be loose and free in a limited area, when you find this, you know that tumbler is set.
