Ok, a more indepth explaination:
A picture is a file (be it .bmp .jpg .gif) stored on a server somewhere in one form or another. For a picture to be displayed on a webpage that file must be
linked into a page. This involves putting a
tag inside your message to show you want a picture there. The
tag to display an image on a page on this board is [img]and%20the%20opposite%20for%20after%20the%20URL%20of%20the%20picture%20you%20want%20is[/img]. An example of this is:

That would display the steel bolt hacking picture you see on the side of the page inside your post. If the URL of the picture you wanted to show was wrong (IE: mistyped or the picture is not stored at that location) you get a funny box to show this. Looks like a:
That is where the wonder of the "preview" button comes into play
