Just going through the same process, and have also tried the councils - the majority have their own maintenance section, and they are not keen on parting with information !!!. I did strike lucky with a couple who although they have a section who install/replace locks, they only operate up to 10pm - after which they reach for the yellow pages for a locksmith. Guess what - I sent them a nice letter explaining my services and a few business cards for them to pin up in the office.
To answer your question though Cred, I've been asking for the maintenance department. If you ask the receptionist, or whoever answers the phone, detailed questions - you're likely to draw a blank. Asking someone who deals with maintenance issues the same questions, and you may strike lucky.
