What the heck are these picks?

I just bought a used set of picks today from a customer. There's a total of 13 of these double ended picks. He had bought the set from a flea market. Been trying to figure out what these are, maybe auto rockers? If so anyone know how to tell them apart? Thanks.

They look a lot like rocker picks for GM sidebar ignition locks.

Thanks. I wouldn't think all of them are for GM's. Know if anyone has blueprints/pictures for auto rockers that I can look at to tell them apart.

On a side note the pick set I bought has an HPC "badge" on it with a serial number. Do I need to report it to HPC or register it or anything?
