Anyone nkow how to pick it or where can i buy a key?

I don't think that is a lock, rather just a security bolt but I could be wrong. Also tampering or opening that box is probably illegal.

It looks like the bolt that holds the spare tire of my jeep on the back.

It is a security screw. Leave it alone.

Inside that box, all you will see is a cable splitter. Thier main line comes in, and lines go out to people that PAY for cable service. Don't mess with it.
