It would be 18.

It is usually the credit card companies that people depend on. S

You sound a little paranoid.. up to no good? perhaps pick sets are not for you. Ask parents for permission to start in this new hobby. lockpickshop stuff comes in an envelope and is shipped via the mail, not UPS/fedex, so there wont be a delivery man. It will be in your mailbox. Look into making your own picks, it's fun and rewarding. Buy a factory made set when you're 18, and not afraid of getting in trouble. If you live in NYC, NJ or DC, do not buy a set, you will probably get in huge trouble. Squelchtone

I don't make the laws, but this is what I've heard.. DC is because of the Watergate break in back in the 1970's, too many spooks and operators in that town. NYC and NJ are because of the known high crime rates, so at least in NYC its illegal to send picks, ammunition, [anything else cool] to New York City. NJ is similar but I'm sure someone will dig up the "are picks legal in my state thread" and we'll see what the language is for that state's laws. Those states stick out in my mind as being the strictest. Squelchtone

I live in Toronto, I have read some posts on this forum and I do not think it is as strict here. And I checked the delivery from lockpickshop and the options are expressmail, fedex and usps, I thought these services delivered to your door. And don't worry mate, I am planning on picking anyones door any time soon =P Cheers

International Express Mail and USPS (US Postal Service) will both be delivered by Canada Post, and will be cleared through Canada Customs by them. If you're charged duty, the Customs clearance charge will only be something like an additional $10, if I recall correctly (although it may have gone up a bit recently). FedEx will be more expensive on the brokerage fees (and, in my experience, far more likely to see you paying duty). Just in case you're shopping elsewhere at some point, any of the above (Express Mail, USPS and FedEx) are MUCH cheaper than UPS in terms of what they charge for brokerage charges. (I've been billed up to an extra $65 by UPS for clearing a small package through Customs from the U.S..)

I personally never had a problem ordering tools from some of the well known online vendors. And considering the state of the economy and everyone being more desperate to at least make money for just their operating cost I doubt they will care too much.

When I bought my first set, I was 17 (so still a minor) and had a debit card which was just signed for by my parents. I was able to buy picks from southord with no questions asked.

Most sites, as it was said before, figure if you can pay you are over 18. There are plenty of people on this site I'm sure that started picking and purchased merchandise before they were 18. I started long ago probably when I was 14 if I can remember correctly. Looking back it wasn't the best idea at the time but I used paypal and purchased a set behind my parents back. When they found out they were rather concerned with the hobby/sports controversial connotation but knew I wasn't going to strap on my lock picks and go lift TVs. Point is from your question we can only assume your parents are not ok with it. Show them this site. Talk about your intentions and get them to back you.
I cant be sure about it but I don't think any laws which place age regulations on picks. Their not like guns. I believe its allowed for the masses or not, so legally you are alright. Good luck.
Better to remain silent and be thought a fool than to speak out and remove all doubt.
