you're question is kind of confusing. if you have two pins in the lock and when you set the first pin you get a false set would mean that the secon pin is a spool and the plug would turn a small amount. if thats the case then you would need to ease on the tension and lift the second pin. it will give counter rotation untill the pin is set. i don't think this is the case though. i seems that you're OVER SETTING the first or both pins. that means that you are lifting the key pin past the sheer line.
