Its a tough call really. iv seen some amazing people pick some amazing locks. Its all about practice and knowing what you are up against and having the right tools.
In my view to be classed as the best picker you would be able to open 90%+ of any lock you are up against.
This would require a great deal of product knowledge as well as picking skill.
I know really good lever lock pickers but then they cant pick simple pinned locks, and vice versa.
Another variable is the state of the lock. Its fairly easy to take a lock out of its box and pick away, but a really good picker can take it to the next level and open locks that are weathered and worn which affects the feel of the lock.
Its a very broad statement to be the best lockpicker.
A competition of 5 random locks is in order to really single any one out
-Random bs pinned cylinder
-Random Bs lever
-Random dimple cylinder
-Random safelock
-And a wild card lock such as ingersoll or kaba
