Some of these warded padlocks have two or more springs holding the shackle. If your pick key has two crosses, they might be too far apart from each other or too close. It is also possible that the crosses are not wide enought to fully push apart both springs.
Try using the pick with only one cross. Put pulling pressure on the shackle. Pick the deepest spring and while maintaining the shackle pressure, turn the pick back and pull it out of the lock a little bit, and turn it again. Keep up this process. Both springs should be within the deepest 1/2 inch of the padlock. When both springs are caught the shackle will come out.
