This is the problem with buying high security locks off of eBay without knowing who originally owned them...
At this point in time you will probably be unable to obtain additional copies of the current key for this padlock... Because you haven't made any mention of receiving the key code ID card with it... High security locking system manufacturers and the locksmiths who service those products can not make additional copies of cut keys without that ID card which was issued to the original purchaser...
You are probably looking at having that padlock re-keyed to a new bitting and receiving an ID card for that new bitting...
As far as there only being a company in Washington which can produce additional keys, enough of your key can not be seen to properly identify its profile -- if it is a restricted profile that may indeed be accurate, but then again you will be having the lock re-keyed to a new bitting as you do not have the ID card for your current key...
