I've sent picks into Canada twice. Once they went through customs without a hitch. The other time, customs x-rayed the box and contacted the person I was sending them to in order to ask them the nature and purpose of the contents of the package. Luckily on the second time it was going to a person who could legally own them in Canada so after proving that fact to customs, they allowed the package through.

I'm not an expert, but if you're not employed in a trade where you might legitimately need the picks such as a cop or locksmith, I don't think they're legal to posess up in America's Hat, let alone carry and use them. I'm aware of a lot of people who do it anyways, so I don't know how big of a deal it is.

I've taken my locksmith tools up to Canada with me plenty of times. I never thought much about it since it's not something they ask about at the border, and I can prove I'm a locksmith even though I'm not licensed in Canada, so hopefully if I did get stopped a reasonable cop would see I'm not just a burglar.
