In the Home Depot, there is a sign that says, "Dear customers, in order to comply with California state law, please note that locks may only be rekeyed at the time of purchase. No lock may be rekeyed by us after it has left the store."
Out of pure curiousity, does anyone know what law specifically is being referred to? Does it mean that only licensed and bonded locksmiths may rekey locks in California? (That is what the store staff told me.) Or does it mean that retail stores specifically may not rekey locks? Or is there no such law really, and Home Depot are just avoiding any potential liability issues?
